In 1983, for the second time, Cherrydale committed itself to completing its Neighborhood Conservation Plan. (A first attempt collapsed in 1970, apparently over the issue of pubtic housing.) In the ensuing four years. concerned residents of Cherrydale conducted a neighborhood survey (May 1984) and a survey of area businesses (June 1985), met with Cuanty staff, and drafted (and redrafted) several versions of the Neighborhood Conservation Ptan.
