The City of Charleston provides water and sewer service to city residents. The City's Water Department is responsible for reading water meters, preparation of the utility bills, receipt of the utility bill payments and dealing with customer inquiries. Specific billing information is as follows: SERVICE ACTIVATION - Utility service can be activated by going into the Water Department customer service office located on the first floor in the Charleston City Hall building located at 520 Jackson Avenue in downtown Charleston. You will be required to present a photo ID or driver's license (with picture), address of service to be started, date you wish service to start, and different mailing address (if applicable).
